Almost every reason to turn images into a PDF ends at a printer or a form upload: a set of photos to print at home, receipts for an expense claim, screenshots attached to a report, a contact sheet to mark up. What matters is therefore physical: the paper size, the margins, how many images fit on a page, and whether the file carries enough pixels to print sharp.
Most converters ignore all of that. They drop each image on a page at whatever size it happens to be, embed the full-resolution original, and hand back a 60 MB file that still prints badly. This tool works the other way round: you choose the paper and the layout, and each image is re-encoded to exactly the pixels that layout needs at your chosen DPI.
The PDF itself is assembled in your browser — there is no upload step, which is the part that matters when the images are receipts, IDs, or internal screenshots.

Each image is re-encoded to the pixels its position needs at the DPI you picked. A 6000px photo printed at 60mm wide only needs about 700px at 300 DPI; embedding the rest would add megabytes and no visible detail.
